If I already have the initial library, can I just apply the update without having to download the whole thing?
I just tried that and it seemed to work. Remember, there is no .nicnt file in this install. Just copy over the files in the initial library.

Edit: Disregard. That was the Fables that included that file
hey, how do you apply the update?
Download only the update if you already have the core library. Then go to your folder where Valves Pro is located and overwrite it with the update.
Once installed it cannot find all samples
